President prunes BI
chief’s powers |

Newly appointed Bureau of
Immigration Commissioner Marcelino Libanan could find himself taking
over an office whose powers have largely been transferred to the
Department of Justice.
Last April 2 President Arroyo
signed Administrative Order 175, entitled Strengthening the Powers
of the Secretary of Justice over the Bureau of Immigration, that
transfers all vital functions of the commissioner and the three-man
BI board of commissioners to the justice secretary.
