Hitches surface in new
vehicle insurance system

PROBLEMS in connection with the interim vehicle insurance system have surfaced when several vehicle owners complained that they were unable to register their vehicles because of a systems bog down at the Land Transportation Office.

The vehicle owners said LTO computers did not recognize the insurance company where the vehicle owners bought their Third Party Liability insurance policy and rejected their application.

Last month the LTO put in place a Certificate of Cover Verification Facility (COCVF), a system the agency claimed has the latest and best technology available combined with the technical know how of the best people in the Information Technology indus­try.

The system allows online and real-time verification of CTPL-COC through the Land Transportation Office Information Technology System (LTO-IT) provided by Stradcom.

The LTO, on the initiative of the Department of Trans­portation and Commu­nications, adopted a temporary solution while concerned agencies are deciding which of the two proposed systems—one from the Department of Trans­portation and Commu­nication and another from the insurance commission—would be adopted to replace the current vehicle insurance scheme.

This was introduced after various transport groups and insurance organizations objected to the implementation by the Department Order 2007-08, the Integration of the CTPL insurance into the Government Service Insurance System.

The order seeks to eliminate the need for private vehicle owners to get their certificates of cover (COC) from agents of insurance companies. The insurance cover has already been included in the registration fees at the LTO.

Under the temporary system, LTO computers must recognize the motorist’s information, which includes the COC number, plate number of the vehicle (if previously registered), engine number, chassis number, MV File number, inception and expiry dates, classification of registration, and notice that a CTPL policy has been bought to cover the said vehicle.

Last week LTO warned all accredited insurance companies issuing CTPL insurance policies that it will suspend any company not connected with the LTO-IT system.
