BAGUIO CITY: The experimental 7-p.m. curfew for minors could soon be
made permanent if the city council approves a resolution imposing a
9 p.m. curfew.
City ordinance 071 of 1991 imposes a 9 p.m.
curfew on all minors below 18 years old but Mayor Reinaldo
Bautista Jr., issued Executive Order 086 setting a 7 p.m. curfew
that started on July 23.
Bautista’s order was a response to the clamor
of many parents to put an end to the gang wars in Baguio that has
hurt many juveniles.
Councilor Nicasio Aliping Jr. who supported for
the mayor’s order proposed to institutionalize the 7 p.m. curfew
with an ordinance, saying that the experimental curfew had proved
effective.
He noted that many minors are seen loitering on
the streets, plazas, parks and other public places even past the
curfew time.
On the other hand, Aliping said that there is a
growing clamor among parents, guardians and school administrators to
curb untoward incidents involving cases of juvenile delinquencies.
Bautista is firm on not lifting the 7 p.m.
curfew since he has received more positive feedback than complaints
on the experimental curfew. He is seriously considering issuing
another order changing curfew from 7 p.m. to 6 p.m.
Minors who are accompanied by parents or
guardians, and those who could present a written authorization from
their schools, are exempted from the curfew.
