Barangay captains hit Angeles mayor


ANGELES CITY: Association of Barangay Captains president Efren de la Cruz and 26 village chiefs here Wednesday denounced Mayor Francis “Blue­boy” Nepomuceno for allegedly violating the law when he insisted on appointing a barangay captain to another government post.

De la Cruz said Nepomu­ceno violated section 94 of R.A. 7160 when he appointed Sta. Trinidad Barangay Chief Danilo Nacu as officer in charge of the Barangay Affairs and Public Assistance Center.

He said the law states, “no elective or appointive local official shall be eligible for appointment or designation in any capacity to any public office or position during his tenure, unless otherwise allowed by law or by primary function of his position.”

Cruz said as association president, he is allowed to sit as head of the center, an office created by former mayor now Pampanga First District representative Carmelo “Tar­zan” Lazatin through Executive Order No. 12 dated July 7, 1998.

Cruz said Nepomuceno should first repeal the executive order with another executive order before removing him as center head.

 “This is clear political harassment by the mayor,” Cruz said, an ally of Lazatin who defeated the son of Nepo­muceno.

The city information office has yet to issue a statement while the mayor cannot be reached for comment.

The Liga ng mga Barangay here approved a resolution denouncing the appointment of Nacu as head of the center. It was signed by 26 33 ba­rangay chiefs.

Cruz said Nepomuceno sent him four letters since July 2 appointing Nacu as BAPACOIC and later a consultant.

“The mayor is trying to confuse us with these letters. First, he wants Nacu as OIC. Now he wants him to be a consultant,” Cruz said

Cruz also assailed Nepo­muceno for his letter of August 22, asking him to surrender to the General Services Office all equipment issued to him and the public assistance center.
