ON the debate between the Catholic Bishops Conference of the Philippines (CBCP) and the National Statistics Office (NSO), we take sides with the bishops.

The NSO, the chief government recordkeeper, has issued a memorandum requiring priests to attend a seminar before they could solemnize marriages. The office, as far as we know, keeps track of all births, weddings and deaths in the country.
