A special session—and another one

IT never fails. At the end of a regular session, the President has to call Congress to a special meet. The congressmen and the senators have to be summoned back to finish their job.

The main business of Congress is to propose and enact laws. But many of our lawmakers have other priorities. Congressional inquiries, “in aid of legislation,” are a major preoccupation. A great deal of time is spent on committee meetings, public hearings and privileged speeches—under the gaze of the TV camera, of course.
