ADB blames slow rural devt on IRA scheme

THE Philippines’ internal revenue allotment (IRA) system, the source of the bulk of funds used by local government units (LGUs), has slowed down development efforts in rural areas, according to the Asian Development Bank (ADB).

In a study, the regional lender said the present system of providing LGUs their share of national government revenues may be a stumbling block in spreading development throughout the country.
