TIME is running out for lawmakers to pass key legislation aimed at clinching the executive’s economic-reform agenda for the Thirteenth Congress. The Commission on Elections has declared the start of the midterm election period, and politicians have begun campaigning, albeit subtly and surreptitiously.

A bill meant to trim tax and other incentives enjoyed by investors has yet to make headway.
