THERE are a hundred reasons why it is illegal and wrong to build a permanent concrete-and-steel facility on Taal Volcano. Despite these restraints, the government has allowed a foreign-owned firm to start building.

The P72-million facility is a health spa for tourists and visitors seeking treatment and care for medical reasons, relaxation or plain vanity. The facility includes an exhibit hall, a driveway and two elevators to ferry guests from the volcano’s main crater to its lake, or vice versa.
