DUMAGUETE CITY: After the
implementation of the carabao dispersal program in the municipality
of Zamboanguita in Negros Oriental, board member Marcelo Adanza of
the Third District is planning to further expand the program.
Adanza said he
is interested in expanding the program to the neighboring
municipalities like Bayawan City, which are into agriculture.
He noted they
have, in fact, started expanding the program to Barangay Kalumboyan
in Bayawan City using the dispersal concept.
The program
started with 12 heads of carabao from a P100,000 budget. At present,
there is an estimated 400 heads of carabao to be dispersed to the
farmers in Zambouaguita.
Adanza said
the original concept of the carabao dispersal program is to give
opportunity to the farmers to own a carabao especially in
Zamboanguita, where farming is one of the main sources of
livelihood.
Under the
program, the local government provides the mother carabao, which
will automatically belong to the farmer after it gives birth to two
offspring.
Adanza said
the system has a geometric effect, which is effective for the
dispersal program.
He clarified
the dispersal program can only be successful when closely monitored
since it can be susceptible to corruption.
