SCRAPPING the national broadband network deal was a good idea. It had been an extremely controversial issue from the start. The need for the project was questionable. Feasibility was doubtful. It belonged in the basement of priorities.

The beginnings were ominous. The original copy of the contract signed by executives of the Philippine Department of Transportation and Communication and the Chinese firm ZTE Corp. suddenly was reported stolen and lost. How could a very important document disappear from secure premises? Who would benefit from the theft?
