Milk formula makers should not be allowed to use the same brand name
for their products marketed to infants and older children, since
this allows them to also advertise their infant formulas.
This is what House Bill 1827 seeks to correct,
by clarifying an unclear provision in Executive Order No. 51, or the
Milk Code, which seeks to promote breast feeding, and specifically
bans the advertising of infant milk products.
