THE Association of Southeast Asian Nations finally found the voice to rebuke Myanmar in stronger terms after Burmese soldiers opened fire with automatic weapons on protesters in Yangon, killing 13 people.

They were killed during chaotic anti-junta protests around Yangon’s commercial hub. About 100 monks were arrested.
