THE National Power Corp. (Napocor) denounced over the weekend a
“concerted black propaganda campaign aimed at ruining the
corporate image and reputation of the state owned power firm through
baseless allegations and pure lies by its detractors in the
media.”
In a statement, Dennis Gana, Napocor corporate
communications chief, slammed news articles carrying allegations
that the state-owned power firm awarded a non-existent company with
a multi-million-coal contract, and that there were “ghost”
deliveries of coal.
“This is totally baseless and untrue. A pack
of pure, unadulterated lies that had been irresponsibly fed to
unsuspecting media outlets,” Gana explained.
The statement added that Napocor deplored the
fact that legitimate and respectable personalities have allowed
themselves to be used by unscrupulous individuals who obviously
launched a “demolition job” against the government power firm.
The Napocor explained that the supplier in
question, PT Marsitero, participated in an open public bidding
through alternative mode, which it won because it provided a price
that is favorable to the government.
In addition, Napocor said PT Marsitero, and its
local partner, Transpacific Consolidated Resources, Inc., have duly
submitted all pre-qualification requirements and documents to the
agency’s bids and awards committee, and its chairman and
president, as well as its local partner, have also appeared before
the committee.
Transpacific is also registered with the Cebu
office of the Securities and Exchange Commission, with SEC
Registration No. CEO24785, and holds office at the Atlanta Center,
Greenhills, San Juan.
The firm is likewise registered in the
Philippine Government E-Procurement System, which is under the
Procurement Service of the Department of Budget and Management. Only
qualified suppliers are registered in this system.
However, Napocor said PT Marsitero still has to
comply with some technical requirements. A conditional notice of
award was given to the supplier, which was published in Napocor’s
website. It will take effect only when the supplier complies with
the technical requirements, based on internationally accepted
benchmarks for coal specifications.
