RESPONSIBLE citizenship begins with voting and paying one’s taxes. A Filipino who fails in either of these duties fails the test of civics.

Corruption is rampant in government, but that is not an excuse for evading one’s tax obligations. The income tax, in particular, must be paid, or the basic services will suffer, current programs could contract and new activities envisioned to speed up growth will not see the light of day.
