President Gloria Arroyo appointed Cabinet Secretary Ricardo Saludo
as the new chairman of the Civil Service Commission (CSC), Executive
Secretary Eduardo Ermita said Monday.
In an interview, Ermita said Saludo’s
appointment would take effect once the same is confirmed by the
bicameral Commission on Appointments.
Mrs. Arroyo has yet to decide on Saludo’s
replacement, he said.
Saludo was chosen by President Arroyo to
become the new CSC chair because “he is very capable,” Ermita
said.
“He is very competent and has a wide-range of
experience, not only as cabinet secretary but even before his
previous postings,” he said.
Saludo said he feels honored by the appointment.
“Building on the government reforms of the
Arroyo administration and the World Bank-awarded achievements of
[former] Chair Karina David, I shall work with the dedicated women
and men of the CSC and the entire government sector to further
enhance our service to the people,” Saludo said in a statement.
David was appointed to the commission on
February 23, 2001 and retired February 1 this year.
David has since joined the Former Senior
Government Officials, a group which is calling for reforms in
government in the light of the scandal spawned by the botched
national broadband deal.
Saludo graduated cum laude and received his
Bachelor of Arts
degree in Literature from the Ateneo de Manila
University. In the year 2001, he was honored as an outstanding
alumnus from the Asian Institute of Journalism. He completed his
Master of Public Policy and Management at the University of London.
Before working with the government, Saludo was
the senior business editor for Asiaweek Magazine from 1989 to 1995.
In 1995, he became an Asia affairs commentator for CNN and CNBC,
working in both networks until 2001. He also was the assistant managing
editor of Asiaweek from 1996 to 2001. In 2003, he was appointed
deputy presidential spokesman.
