We commend Sen. Francis Pangilinan for calling for a review of the Philippine National Police’s Rules of Engagement. He is right to be angry—as the people of this country suely must be­—about the death of five civilians, including a seven-year-old girl, in a police shootout Friday with bank robbers in Parañaque.

This is not the first time that a child was killed in an encounter and innocent civilians were killed by policemen who thought they were executing perpetrators.
