The National Police Commission (Napolcom) on
Wednesday warned the public of persons pretending to be employees of
the agency who victimize police officers seeking promotion and
persons who want to join the police force.
The agency made that announcement
after the arrest of Edwin D. Josafat in Mamburao, Occidental Mindoro
for usurpation of authority and estafa through Falsification of
Public Documents.
In a statement, Napolcom Chairman
Ronaldo V. Puno said that before Josafat’s apprehension in Mindoro,
he already had three standing arrest warrants issued by a Baguio
City Municipal Trail Court for the same offenses.
In a report furnished to the
commission by the Mamburao Municipal Police Station in Occidental
Mindoro, complainants Ulysis Sales and Melvin Torreliza, who both
took the Philippine National Police (PNP) Entrance exam administered
by the Napolcom on October 28, 2007, met the respondent on-board a
ro-ro bound for Batangas. In one of their conversations, the exams
became a topic.
The respondent then said he was
connected with the Napolcom, and that he is in a position to secure
the required eligibility for a fee. Sales and Torreliza gave him
P10,000 and P35,000 respectively. Later, Josafat gave his victims a
Napolcom Report of Rating, indicating they passed the PNP entrance
exams.
When the complainants made a
verification from the Napolcom website and text messaging service,
they found out that they did not pass the exam and that the Report
of Rating given to them is a falsified document and was never issued
by the agency.
