The House of
Nograles
|
|
THE House of Representatives is
an important institution but many Filipinos do not see it that way.
They consider it an extension of the Palace, a junior partner of the
more venerable Senate. Legislation is more remarkable for quantity
than content. Membership is mostly for the rich and the privileged.
The quality of debate and discussions is mediocre. There are few
milestones in the history of the chamber.
Much of the House’s image and
achievements derive from the fact that a single man has dominated it
for the past 15 years. This is a tribute to the power and influence
of former Speaker Jose de Venecia Jr. It also means that the same
policies and leadership have guided the House all these years. This
continuity has been as undesirable as the extended Marcos rule, a
period when promising careers—those of potential presidents—were
aborted. A new leadership, a new vision and a new dynamism could
have introduced important changes and improve work at the House.
