BALER, Aurora: A P5.9-million Japanese government-funded skills
training center for the handicapped, indigenous peoples, women and
out-of-school youth will soon rise in this capital town to empower
marginalized sectors in the province.
Gov. Bellaflor Angara-Castillo said the project,
funded mostly by the Japan International Cooperation Agency through
the grant assistance for grassroot projects of the Japanese Embassy,
will kick off in Barangay Suklayin early this year.
Of the P5.9 million, P4.3 million will come from
the embassy’s grassroot projects, P600,000 from in-house funds and
P1 million from other sources.
Angara-Castillo said the center, which will be
known as the People’s Empowerment and Advancement Center for
Employment, would cater to marginalized sectors thus empower them
through skills and capacity development. This, she said, will enable
them to avail of employment opportunities and improve their chances
of assimilation into the mainstream of society.
Besides JICA and the provincial government, also
tapped as development partners in the construction of the center
were Sen. Edgardo Angara, Rep. Juan Edgardo Angara and Mayor Arthur
Angara.
A site beside the Dr. Juan C. Angara Sports
Complex in Suklayin was provided early last year.
The governor said the project is in line with
her six-point agenda codenamed HEALTH that involves services in the
field of health, education, agriculture, livelihood, trade and
environmental protection and human resource development.
