Death, taxes and tariffs

The Arroyo administration is getting burned by its move to cut the tariff on diesel imports by 1 percent. The tariff cut aims to stem the tide of inflation that the drastically risen world oil price is pushing our way. The President hopes it would stop jeepney and bus operators and drivers from raising fares. It would therefore benefit the 80 million Filipino daily jeepney and bus commuters.

The problem is that the move would cost the government P11 billion in lost tariff revenues. That would be all right if there were other sources to replace that sizeable loss, like dramatically higher BIR collections. But collections may even be lowered as a result of reduced business activity and consumer spending.
