‘Pork’ insertion not legal

What congressmen did was ‘unconstitutional’

Former Senate President Franklin Drilon said the proposed 2008 national budget would be “unconstitutional” unless the House contingent to the bicameral conference committee withdraws the “P13.5-billion extra pork barrel” inserted in the budget bill.

Unless the congressmen withdraw the amount added in the public works budget, the 2007 budget would be reenacted, he added. Pork barrel refers to lawmakers’ countrywide development funds.
