CIVIL Service chairman Katrina C. David is not the first to complain about the oversupply of undersecretaries (usecs) and assistant secretaries (asecs). In 2005, Sen. Miriam Defensor Santiago complained about   usecs and asecs overpopulating the bureaucracy.

Santiago identified the Department of National Defense as having six usecs and six asecs instead of only three “as required by law.” The Bureau of Immigration had four associate commissioners instead of two, she noted.
