About one in every two Filipinos
is not satisfied with the overall performance of the Arroyo
administration, Social Weather Stations (SWS) said. It based this
finding on survey results it released on Monday, when President
Gloria Arroyo was to deliver her State of the Nation Address.
The SWS survey for the second
quarter of 2008 also found that only 28 percent of the respondents
are satisfied with the administration’s performance, while 49
percent are dissatisfied.
The Arroyo administration
received a net satisfaction rating of minus 21, the lowest ever
received by any administration since SWS started conducting this
survey in February 1989.
SWS noted that the current
administration’s rating “has been declining for three
consecutive quarters.” Compared to the administration’s rating
in the previous quarter, the latest net satisfaction rating was two
points lower.
The administration’s net
satisfaction rating fell by 18 points in the Visayas, from net
negative 8 in March to minus 26 in June. Dissatisfaction hit a
record-low in this region, where support for the Arroyo
administration has normally been better, compared to the other areas
in the country.
Net satisfaction fell by six
points in Mindanao, from minus 17 to minus 23.
In Metro Manila, the
administration’s net satisfaction rating rose by five points, from
negative 32 in March to minus 27. It also rose by four points in
Balance Luzon, from minus 20 to minus 16 in June.
SWS said its latest survey
found “dissatisfaction with the National Administration worsening
among the poor class E and the middle-to-upper classes [A,B, and
C].”
It reported that the
administration’s net satisfaction rating fell by six points among
the class E to minus 25, also by six points among the classes A,B
and C to minus 24, but remained at net minus 19 among the class D
respondents.
SWS said it also surveyed the
public on the performance of the administration on certain specific
issues.
“Of the 10 issues tested in the
June 2008 survey, the public rated the National Administration as
moderate on two issues, as mediocre on five and as poor on three,”
it added.
“The survey found moderate net
ratings on helping the poor [net positive 15] and [on] foreign
relations [net positive 13],” SWS said.
“The National Administration
received mediocre ratings on the issues of reconciliation with
Muslim rebels [plus 10], fighting terrorism [plus 10], distributing
lands to deserving tillers [plus 8], ensuring that medicines are
affordable [plus 4] and fighting crimes [plus 4],” it added.
SWS added that the administration
“obtained poor ratings on the issues of fighting inflation, [minus
16], ensuring that no family will be hungry, [minus 18] and
eradicating graft and corruption, [minus 22].”
It noted that “the ratings of
the performance of the National Administration on the 10 specific
issues tested in the June 2008 survey were better compared to the
previous quarter.”
The SWS latest survey was
non-commissioned and conducted from June 27 to 30 using face-to-face
interviews of 1,200 adults. Margins of error were at plus or minus 3
percent for national percentages and at plus or minus 6 percent for
area percentages.
