Review center group slams 
deadline extension for permits


THE Federation of Accredited Review Centers of the Philippines over the weekend filed a motion for reconsideration before the Commission on Higher Education (CHED) asking it to “recall and set aside” the second deadline extension for review centers to get permits from the higher education body.

In a six-page motion filed before the commission en banc, the federation, through their legal counsel Diosdado Madrid, said there is no more strong and justifiable reason for CHED to extend the deadline.

Madrid said various opportunities were given to the review centers which still do not have permits.

“But these review centers have squandered their opportunities and we could not understand why this honorable commission has the propensity to give these review centers an opportunity to comply, although it is clear and apparent that the opportunity given to them is just being squandered,” the federation’s petition stated.

After the nursing leakage scam that brought shame to the country, President Gloria Arroyo ordered CHED to ensure that they are supervising all review centers in the country.

The first deadline for review centers to get their permits was on November 28, 2007. They were given an extension of six months which lapsed on May 28.

The federation said that it is quite unfair that while their members did their best to be compliant at the soonest possible time with commission rules, other review centers are being given second chances.

Federation president lawyer Rebene Carrera said the problem towards review centers is a national issue since it deals with the qualities of the country’s graduates who are exported.

He added that the case surrounding the Northcap Review Center in Baguio City could have been avoided had CHED Memorandum Order No. 30 been strictly enforced.

A Northcap official ran away with the licensure exam fees of the examinees worth about P1.2 million.

The federation also said in their petition that there are already enough legitimate review centers in the country, and to prolong the deadline would give bogus review centers more time to prey on students.
