The Manila Times ends our presentation, in
alphabetical order, of the “50 Great Men and Women of Science”
who will be recognized and awarded by President Gloria Arroyo on
June 9 in Malacañang.

41. JUAN S. SALCEDO
National Science Development
Board chairman from 1963 to 1970, Dr. Salcedo was a medical doctor
and had several public service responsibilities before his
appointment to the board. Moreover, he received several awards such
as the Ramon Magsaysay Award for Public Health, Republic Heritage
Award for Science, Pro Patria Award, and the rank of National
Scientist.
Dr. Salcedo formulated programs
aimed to develop the nation’s science resources, and use such
resources to accelerate economic, social and cultural progress. He
encouraged the holding of summer institutes and regional conferences
for science teachers. He encouraged Filipino scientists to write
science textbooks.
42. CAESAR A. SALOMA
Saloma’s group at
Instrumentation Physics Laboratory published more than 80 papers in
leading optics and applied physics journals in the United States and
Europe. A number of these publications were featured in technology
magazines. On June 26, 2007, with co-researchers, they were awarded
US patent (No. 7, 235, 988; Inventors: C. Saloma, V. Daria, J.
Miranada) for inventing a method to generate high contrast images of
semiconductor sites via on-photon optical beam induced current
imaging and confocal reflectance microscopy.
Saloma mentored 17 PhD graduates
at the National Institute of Physics in photonics and complex
systems research and the first and only ASEAN scientist to received
the 2004 Galileo Galilei Award from the International Commission for
Optics.
43. FORTUNATO SEVILLA III
Dr. Fortunato Sevilla III
specializes in instrumentation and analytical science. He was named
Outstanding Professional Chemist by the Professional Regulation
Commission in 2002. He has received many Department of Science and
Technology (DOST) awards and the UST Gold Series Award for research
and international publications. He also received the G.F. Kirkbright
Award from the University of Manchester, United Kingdom.
Dr. Sevilla was a research and
visiting fellow to various universities in the United Kingdom,
Japan, Germany and Spain. He holds key positions in local and
international chemical societies.
44. ARDEN A. SIAROT
Siarot is the dynamo behind the
successful Cebu-based Arden Classic Inc. (ACI). With wife Jen
Elizabeth and his production personnel trained in the electroplating
facility’s operation (which was assisted by DOST’s Small
Enterprises Technology Upgrading Program), Arden’s monthly
production volume expanded 113 percent from 3,000 to 6,400 furniture
and home furnishing items in 2006. This improved capability gives
ACI high flexibility on design and quality. Its products are sold in
such world famous specialty shops as Neiman Marcus, Saks Fifth
Avenue, Harrods, Vannuci, the Ritz Carlton chain, the Tavola
Collection by Oggetti, Ralph Polo and Ralph Lauren.
Siarot earned the 2002 Pres.
Ramon Magsaysay Award form the Technical Education and Skills
Development Authority. In 2003 he bagged the Entrepreneur of the
Year Award from the Cebu Chamber of Commerce and Industry.
45. PAULINO TAN
Dr. Tan is B.S. Chemical
Engineering a summa cum laude graduate of De La Salle University,
and topped the chemical engineering board. He obtained his MS and
PhD in Chemical Engineering from the University of Notre Dame in
Indiana, USA.
Dr. Tan is known for his
pioneering work in improving the information technology education in
the Philippines. He served as technical panel member for IT
Education of the Commission on Higher Education, which put together
three major programs addressing the faculty development of IT
teachers, accreditation of IT schools and industry readiness of IT
graduates.
46. PHILIP N. TAN
Philip Tan is the president and
chief executive officer of Wellmade Motors and Development
Corporation based in Tanchan Industrial Complex, Tipolo, Mandaue
City, Cebu.
Wellmade’s technologies saved
tons of natural resources (ore) since it is cheaper to remanufacture
back to specifications at a fraction of cost, than to buy brand new
or fabricate using virgin steel material.
This made its business grow from
a micro-sized company of 12 people in 1995 to almost 10 times its
original size with three plants in Northern Mandaue, Central Cebu,
and Southern Talisay. It is the first Filipino machine shop to be
awarded ISO-9001:2000 as certified by TuV Rheinland Philippines.
For its innovative technology
solutions, Wellmade received the 2005 Presidential Award for
Productivity and Quality (first in the Visayas and Mindanao). It was
Finalist for Employer of the Year award from the Employers’
Confederation of the Philippines. It received the Department pf
Trade and Industry’s National Award for Consumer Welfare.
47. FILEMON A. URIARTE JR.
Dr. Filemon A. Uriarte Jr. served
as Science Secretary from 1999 to 2001. Guided by his vision of “a
competent and competitive science and technology with a social
conscience,” The Science department launched technology transfer
projects to benefit farmers and entrepreneurs in support of the
administration’s poverty alleviation program.
He rolled out different flagship
programs. Among the research and development projects completed
under his leadership are capsules from carageenan, wind energy
conversion, packaging technology for buko pie and biocermaic
materials for prosthetics and implants. The Science department also
implemented integrated programs on coconut, biotechnology and
furniture; productivity enhancements for the mango and saba
industries, and seaweed seed stocks improvement.
48. REYNALDO VEA
Dr. Reynaldo Vea is credited with
introducing innovative programs to raise the standards of
engineering education in the Philippines and was elected as
Academician of the Science department’s National Academy of
Science and Technology (NAST) in 2001. He chaired the Technical
Panel for Engineering, Architecture and Maritime Education of the
Commission on Higher Education from November 1994 to August 1997. He
founded the Asean Academy of Engineering and Technology in 2005,
which sought the development of engineering education in the
Philippines. He moreover published several articles on engineering
education, naval architecture, marine transportation and water
resources.
49. VICTORIA C. WALLACE
Victoria Wallace is the
proprietor of Bohol Bee Farm based in Dao Dauis, Panglao Islands,
Bohol. Wallace’s passion for organic farming and culinary arts,
along with the desire to improve the lot of small farmers in the
community, prompted her to explore new opportunities. She started in
organic vegetable farming and expanded to the resort and restaurant
business in 2005.
One such opportunity came through
the Manufacturing Productivity Enhancement for Export Promotion of
the Science department which provided consultancy services and
detailed study for the bee farm. It received the Go Negosyo Award in
2007.
50. EDWARD H.M. WANG
Dr. Edward Wang was named among
the NAST’s Ten Outstanding Young Scientists in 1997 and has
received other major awards. The Science department’s National
Research Council of the Philippines honored him with a Lifetime
Achievement Award in Medicine in 2007. He won the 2002 Outstanding
Health Research Award in the Biomedical Research Category for his
research “Extremity Tumors, Limb Salvage Surgery and Bone
Transplantation.” That award was given by the Science
department’s Philippine Council for Health Research and
Development.
Dr. Wang received the
International Publication Award of the University of the Philippines
in 2003 and 2008 for his publications in an international ISI-accredited
journal.
