Alternative to CARP

For Sir Marlen Ronquillo. We read with interest your column (June 11, 2008,“A brief for a bankrupt program”) since you have been victimized by the congenitally defective CARP.

We have attached House Bill 3059 filed by the late Anakpawis Rep. Crispin Beltran, Bayan Muna Reps. Teddy Casiño and Satur Ocampo and Gabriela Reps. Luzviminda Ilagan and Liza Maza that is being considered by the House Committee on Agrarian Reform.

This is a very viable alternative to the current CARP. It is radically and essentially different from all the other bills that only aim to extend the folly of the current CARP that has only re-concentrated lands to the landlords, among so many other defects.
