Stradcom Corporation, the local
IT partner of the Land Transportation Office (LTO), was honored as
one of the 2008 Honors Laureates by the Computerworld Honors
Program, in an awarding ceremonies held on June 2 in Washington D.C.
In an interview, Stradcom
President/CEO and co-founder Cezar Quiambao said that the
recognition only proves that the country has successfully used the
latest advances in information technology to revolutionize and
redefine the delivery of public service through improved
transparency and greater efficiency.
“This recognition means so much
to us, not only because of the elite company we have been privileged
to be a part of, but more so because it gives credence to what we
believed all along—that IT can change things for the better, even
in the most difficult and challenging circumstances,” he added.
According to Computerworld,
Stradcom’s effectiveness in using IT to solve prevalent
bureaucratic problems was clearly shown in the dramatic decrease in
transaction times from months to hours for some processes in the LTO.
For instance, a person previously
had to wait for more than a month to get his/her driver’s license,
but this was dramatically cut down to 1 to 2 hours because of the
company’s innovations.
In addition, Computerworld said
that Stradcom has pioneered many other IT innovations, such as an
SMS based information and query system where law enforcers and the
general public can access relevant motor vehicle information simply
by sending an SMS.
The company is also pilot-testing
radio frequency identification technology to aid in traffic
enforcement and reduces carnapping incidents.
“As advancements in IT sweep
throughout the globe, we at Stradcom are trying to keep pace and
offer new solutions to address both old and new challenges to
further improve public service in the country,” Quiambao added.
The Computerworld Honors Program
brings together the heads of the world’s foremost information
technology companies to recognize and document the achievements of
organizations and institutions around the world, whose visionary
applications of information technology promote positive social,
economic and educational change.
Stradcom solely financed
the development, operation and maintenance of the LTO-IT project
through a build own and operate scheme at no cost to the national
government and is considered as the most successful government IT
project to date.
