A neophyte solon on Thursday filed a measure that will help ease the
traffic problem in Metro Manila.
Cagayan de Oro Rep. Rufus Rodriguez said House
Bill 3575 will require private subdivisions within Metro Manila to
open its roads to vehicular traffic.
Rodriguez recommended the collection of a
reasonable fee not exceeding P5 from every vehicle passing through
subdivision roads, or an annual fee of not more than P300. The money
collected by the private subdivisions will defray the cost of
maintenance of the roads and the salary of security personnel.
Rodriguez pushed for the immediate passage of
the bill, noting that traffic in Metro Manila is worsening.
“In the last fifteen years, we have seen the
gradual worsening of the traffic congestion in Manila which we are
now currently experiencing,” Rodriguez said.
He said traffic mess has affected the
productivity of employees in the public and private sectors, while
businessmen and students are not able to reach their destinations on
time.
“The unproductive time spent by many in
commuting has not only affected their personal career advancement
but also the economic growth of the country in general,” Rodriguez
pointed out.
Under his proposed bill, a private subdivision
or village shall open at least one road within its boundaries to
vehicular traffic.
“However, the use of said subdivision or
village roads shall be limited to vehicles with a gross weight of
not more than 4,500 kilograms,” he stressed.
