Transparency vs. systemic corruption

Official speeches at the Philippine Development Forum on March 26-27 in Clark, Pampanga, praised the Arroyo administration for achieving phenomenal growth rates and introducing new activities called for in past PDFs. But participants also chided the administration for not having been transparent enough and, as a result, failing to achieve much in combating systemic corruption.

The World Bank, the European Union, Germany (which chairs EU), the Ayala Group’s Jaime Augusto Zobel de Ayala and the rural poor representative Fr. Francis B. Lucas (from Infanta, Quezon) praised the Arroyo administration’s achievements but also stressed the need for the administration to be more zealous in promoting transparency in government transactions if it really wants to defeat corruption.
