|
|
Political instability continues to slow down the economy and scare
off foreign investments, especially in the countryside, as the
communist insurgency and Moro secessionism hurt businesses and law
and order throughout the country, particularly in Mindanao. Each
nearing its 40th year, the New People’s Army (NPA) and Moro
Islamic Liberation Front struggles have had promises of a settlement
as peace negotiations with the Philippine government made
breakthroughs, only to sputter at critical stages.
