The CA appeals for trust

The world must be wondering why the members of a high Philippine tribunal like the Court of Appeals (CA) would have to defend themselves from charges of corruption and adopt a covenant on moral renewal. For an answer, they may turn to the Philippine media coverage of the judiciary, the US State Department annual report on countries’ compliance with human rights, the disciplinary moves of the Supreme Court on itinerant judges and justices and studies by global think-tanks like the Hong Kong-based Political and Economic Research Consultancy.

The decision of the justices to sign a covenant on ethical rebirth followed the court’s ruling on the contentious Meralco-GSIS case and the Supreme Court’s sanctions on five justices. The High Court had created a committee to investigate improprieties in the case of the Manila Electric Co. and the Government Service Insurance System that were competing for management control of the power utility.
