The Overseas Workers Welfare Administration’s image among overseas Filipino workers (OFWs) is rather bad. This, despite claims of its officials that it does its work well in such critical areas as repatriation for distressed OFWs, on-site welfare assistance and legal aid to those facing court cases. Its core services include insurance and health care program for OFWs and their families, academic and vocational scholarships for workers’ dependents, livelihood and loan program, seafarers upgrading and the Tulay computer literacy project.

Under its insurance program, an OWWA member who dies of natural causes entitles his or her family to an indemnity of P100,000. The indemnity for accidental deaths is P200,000. Its scholars are allowed to take up four-year or five-year academic courses or a skill course for six months or one year through the Technical Education and Skills Development Authority (Tesda). Its loan program gives as much as P200,000 capital to qualified borrowers at 9 percent interest.
