The Yanks in the Philippines
|
|
The Visiting Forces Agreement (VFA) allows the entry into the
Philippines of American troops and equip-ment to take part in the
Balikatan military exercises between Filipino and US militaries. At
the end of the games, the GIs leave the country to return to their
mother units or home stations. A new unit, or probably the same
group, may join the next Balikatan mock war, the next year or
probably many months later.
How come, asked watchful Filipinos, the
Americans never seem to leave Mindanao? Why do they tarry in the
Zamboanga City environs and in nearby provinces? They may be seen
patrolling US built-facilities or guarding helicopters in tiny
airfields.

The financial troubles in the Western hemisphere, highlighted most
recently by the collapse of US investment bank Lehman Brothers
Holdings Inc., might affect Asia ’s growth curve. It will not,
