Government’s net satisfaction
rating improves–SWS

By Rommel C. Lontayao, Reporter

More Filipinos are dissatisfied with the overall performance of the administration, but the dissatisfaction has lessened in the last three months, according to the results of a nationwide survey released Monday.

The survey conducted by the Social Weather Stations (SWS) found that 42 percent were dissatisfied with the performance of the national government while only 32 percent were satisfied.

The net satisfaction rating on the performance of the administration, however, improved from the minus 19 in February to minus 11 in June. The net satisfaction rating is obtained by subtracting the percentage of those who were dissatisfied from the percentage of those who were satisfied.

Dissatisfaction with the performance of the national administration eased in all areas, SWS noted.

The sharpest one-quarter improvement was observed in Mindanao, where the administration’s net satisfaction rating rose by 16 points.

The rating also improved by 10 points in Metro Manila, by 9 points in the Visayas, and by 4 points in the balance of Luzon, which refers to all regions on the main island except the capital region.

Public satisfaction

SWS also reported the results of the polls on the public satisfaction concerning the performance of the administration on specific issues.

“Of the 13 issues tested, the June 2009 survey found the National Administration scoring a good net satisfaction rating of [plus] 40 on the issue of protecting the public from the outbreak of diseases,” the SWS said.

The previous quarter marked the height of the Influenza A(H1N1) flu virus scare that gripped the public. Philippine health officials said the issue was properly addressed.

The SWS also reported that the administration received moderate ratings on the issues of foreign relations (plus 23), promoting the welfare of overseas Filipinos workers (plus 23), fighting terrorism (plus 15), ensuring that medicines are affordable (plus 14), campaigning against illegal drugs (plus 10), and helping the poor (plus 10).

On other issues, the government obtained neutral ratings—on reconciliation with Muslim rebels (plus 9), protecting the Philippines from the economic crisis in the United States and other advanced countries (plus 4), and fighting crimes (plus 1).

The administration, however, received poor ratings on issues such as ensuring that no family will ever be hungry and have nothing to eat (minus 21), eradicating graft and corruption in the government (also minus 21), and fighting inflation (minus 14).

Better ratings

Overall, the administration’s performance rating would have improved on even more issues, if results of the February survey were taken into consideration.

“Compared to the previous quarter, the net satisfaction ratings of the National Administration were better on 7 out of 13 issues,” SWS reported.

The latest SWS survey on public satisfaction with the entire administration and satisfaction on specific issues was conducted from June 19 to 22, using face-to-face interviews of 1,500 adults divided into random samples of 300 each in Metro Manila, Visayas and Mindanao, also well as 600 in the balance of Luzon.

Margins of error are plus or minus 2.5 percent for national percentages, plus or minus 6 percent for Metro Manila, Visayas and Mindanao, and plus or minus 4 percent for the balance Luzon.

The survey, SWS said, is non-commissioned.
