IT’s National Heroes Day tomorrow. Let’s pray for the repose of the soul of the late Finardo Cabilao, our latest hero.These days a large number of Filipinos, perhaps the majority, think government people, especially officials, belong to a lower category of human beings. Maybe only their immediate relatives and friends do not think this way.

This general prejudice stems from the widespread disgust for them as a class or tribe. The disgust is a result of the pervasive corruption in government, the pervasive untruthfulness of officials, and the pervasive ineptness of most state offices.
