Good report–with a serious flaw

The report on the P728-million fertilizer-fund scam released on Monday by the Senate blue-ribbon committee headed by Sen. Richard Gordon is a fairly good report—but it contains a serious flaw: The call for the resignation of Ombudsman Merceditas Gutierrez.

Even Malacañang has welcomed the report despite its not clearing President Gloria Arroyo, as critics of the report accuse Sen. Gordon and his committee of having done.
