The Commission on Elections (Comelec)
was supposed to be ready to award the contract to provide the
technology, software and equipment for the first ever automated
elections in the Philippines in 2010.

All of a sudden—and this is
another incredible Only-in-the-Philippines entry—the two
corporations that were supposed to be joint venture partners in the
consortium broke apart. According to the Philippine-based Total
Information Management Corp. (or TIM) it and the foreign-based
partner, Smartmatic International, had “irreconcilable
differences.” The latest speculations that media, including The
Times, have reported to the public say the differences were mainly
about money and control over the money and the power to control the
fortunes of the would-be consortium.
