THE Supreme Court junked the two petitions filed by lawyers Oliver Lozano and Evangeline Lozano-Endriano and businessman Louis Biraogo to nullify, for being unconstitutional, House Resolution 1109. The justices could not have taken any other decision.

As the ruling, written by Chief Justice Reynato Puno himself, explains it succinctly, (1) HR 1109 contains nothing “justiciable” and (2) the petitioners had no legal standing to file their suits.
