The trouble with floods

We share Sen. Francis Escudero’s complaint about occasional floods, having suffered from knee-deep waters ourselves from time to time. He also blames the Metropolitan Manila Development Authority (MMDA) for the flash floods and here we are not in total agreement. We are not defending the agency but the issue should be viewed from a bigger perspective.

The senator claims the MMDA has an antiflood budget of almost half a billion pesos, some P221 million allotted for the maintenance and repair of drainage systems and related facilities. Still, Metro Manila is visited by recurring floods. He says the MMDA is not paying flood control as much attention as it gives to sidewalk clearing, U-turn slots, and the cleanliness and beautification of the National Capital Region. Bayani Fernando, the MMDA chairman, seems to be focusing “on things visible to the public,” Escudero complains and not applying the same zeal in the case of the underground sewage network.
