IT’S a rather crude test by a sophisticated agency like the World Bank.But its recent report on the responsiveness of investment promotions agencies around the world is very telling.

In that report, the Philippines’ two main promotions agencies fared unfavorably vis-à-vis counterparts in less developed peers.
