Clark Development Corp.’s (CDC) new development program, called
the Next Frontier, promises a business boom, a deeper advance into
President Gloria Arroyo’s regional growth strategy and a new life
for the Aetas who have lived in the Pampanga-Zambales-Tarlac axis
for centuries.
CDC’s “next frontier” covers 2,477 of the
10,674 hectares of ancestral lands of the Aetas (also called Balugas)
in the hills north of Clark proper. The Clark Freeport Zone is
running out of space with businesses coming in and CDC must look for
land to accommodate new investors, workers and residents. The area
will be developed under a joint management agreement signed December
2007 with the subzone Aetas and other players.
