Amparo to the rescue

An ironic thing has happened with the writ of amparo. Almost two year ago, it was formally introduced into the Philippine legal system to add a measure of protection (that’s what the Spanish word “amparo” means) to the citizens who are virtually defenseless against abusive holders of state power.

Chief Justice Reynato Puno and his associate justices saw the need to institute the writ of amparo, a legal mechanism actively used in the Spanish-speaking world, to force the state—especially its military and police—to desist from harming citizens.
