TWO years and about half-a-month ago, Sen. Francis Escudero filed
Senate Bill 1476. If that bill had become a law, especially after
Senator Escudero had added amendments making the proposed law
stronger and wider in scope, many corrupt public officials would
have been found out, arrested, charged and most likely convicted.
With this law, government employees and
officials would no longer be able to hide—as they easily do
now—“behind the cloak of bank secrecy laws to protect their
ill-gotten wealth,” the senator said when pushing for swift
passage of his bill on Friday.
