House panel OK’s new text tax bill without ‘no pass-on’ provision

The House Committee on Ways and Means approved on Tuesday the measure imposing a 5-centavo excise tax on text messages, but the “no pass-on” provision was not included in the passage of the bill.

According to Rep. Exequiel Javier of Antique, chairman of the committee, the panel did not include a “no pass-on” provision in the bill, which could result in higher service cost because of additional tax burden for some 70 million mobile phone subscribers.
