RP on the disaster map
|
|
The popular forecast is that the latest shipping disaster will take
a long time to investigate, responsibility would be difficult to
determine, and punishment or judgment on the wrongdoer will be
lacking, negligible or unsatisfactory.
This has been the history of most marine mishaps
in the country: one tragedy following another, the owners or
operators able to escape sanction, the government hard put to
conduct a responsible probe and to render speedy judgment. Meanwhile
the parties involved are unable to learn valuable lessons and the
public quick to develop amnesia over the latest disaster, as it did
over past ones.
