NBI nabs 3 in internet phone fraud in Makati



The National Bureau of Investigation (NBI) on Friday arrested three employees of a recruitment company based in Makati City for running an illegal operation using the internet to route international calls.

Dandin Calvez Varona, Adrian Jay Cardenas Garcia, and Jefferson Madrid Bolivar of East West Placement Center Inc. were arrested by the Anti-Fraud and Action Division of the NBI on the complaint from Smart Communications, one of countries biggest telecommunication company.

The three were allegedly involved in international simple resale (ISR), also known as “toll bypass”, is a fraud committed by routing international calls and successfully completing them, without proper authority to local subscribers.

Toll bypass is done through cables, antennas, through air waves, switching of telephone equipment and SIM cards, or through internet protocol services.

The three routed international calls directly to an unauthorized device, without paying international gateway facilities (IGF) fees and taxes.

Through a series of test calls and surveillance, Smart traced toll bypass to the offices of East West. The firm sought the help of the NBI.

A team from the NBI, Makati police and the lawyers and representatives of Smart Communication Inc. served the warrant against the three on July 2. Charges of theft were filed against the suspects before the Makati City Prosecutor’s Office.

Representatives of Smart’s Voice Fraud Management Team (VFMT) said the toll bypass operation cost the company P932,036.71 in losses.
