Not only one or two, but four regions were allegedly involved in the forgery of special allotment release orders (SAROs) from the Department of Budget and Management (DBM).
This was confirmed on Tuesday by National Bureau of Investigation (NBI) Officer-in-Charge Medardo De Lemos, saying that although the only focus of their investigation now is Region 2 (Cagayan Valley).
