THE National Economic and Development Authority in Region 6 (NEDA-6) will orient local government units (LGUs) in Iloilo province on public-private partnership (PPP) to help the province in their development plans and to attract more private investors. NEDA-6 Regional Director Ro-Ann Bacal said it will be easier for LGUs and local chief executives (LCEs) to negotiate with the private investors if they know how to negotiate and what PPP projects to negotiate. Bacal said she will ask the provincial planning and development coordinator to generate PPP proposals from the 42 Iloilo LGUs and one component city. According to NEDA, PPP is a transaction where a private company implements a public sector project and is assured of a reasonable return on its investment. Typical PPP projects are roads, water supply, solid waste, housing, school buildings, markets and airports. NEDA said the public sector can commit to finance project parts, provide project locations and maintenance, among others.
