THE Nueva Ecija provincial board of canvassers (PBoCs) on Wednesday proclaimed neophyte Ria Vergara as winner for the 3rd Congressional District, defeating outgoing Gov. Aurelio Umali by a small margin of votes.
Losing to the first timer Vergara, wife of Cabanatuan Mayor Julius Cesar Vergara, is Umali’s first defeat in his entire political career.
